FCC把管制的产品（包括 个人电脑、CD播放机、复印机、收音机、传真机、视频游戏机、办公机械、 电子玩具、电视机及微波炉等），按使用情况划分为A、B两大类：A类为用于商务或工业用途的产品，B类为用于家庭用途的产品。FCC对B类产品法规要求更严格。这是因为，家庭用户一般缺乏专业技术人员所具有的专业技能训练；且家庭的电气安全环境也不如办公环境更有利。所以对家庭用户使用的产品比对商务工业环境使用的产品安全要求更为严格。
